This is a Hello Kitty cute(Kawaii) Chirimen crepe fabric compact drawstring pouch. 
Chirimen fabric is Japanese traditional crepe cloth called “Chirimen weave”. 
Chirimen weave technique was originally developed for Kimono(Japanese traditional clothes).
